Rami b. Hama said: We are dealing here with a case of orphans who collect debts but from whom debts are not collected. But did it not teach, the one recovers his debt and the other recovers his debt? [The meaning is:] The one recovers his debt, and the other is entitled to recover it but gets nothing.
